CO-DEVELOPMENT TR&D

The “Technological Research and Development” Incentive Scheme provides support forbusiness projects in co-development with other companies or other entities of the R&I System, aligned with the priority fields of the Research and Innovation Strategy for Intelligent Specialisation, which aims to , namely by carrying out industrial research and experimental development activities, strengthen its competitiveness and international insertion.

Co-development projects are run in partnership between companies, or between companies and non-corporate entities of the R&I system, led by companies. They include industrial research and/or experimental development activities aimed at the creation of new products, processes or systems, or at making significant improvements to existing products, processes or systems.

Extension of the type of developers

The new text of the Specific Regulation for the Domain of Competitiveness and Internationalisation (Directive no. 142/2017 of 20 April) aims to protect the eligibility conditions of co-developers whose main objective is not carrying out research, but who participate in research activities within the framework of an effective partnership.

Therefore, R&I system entities are:

1. a) Higher education institutions, their institutes and R&D units
2. b) State or international laboratories with offices in Portugal, in a region covered by this regulation;
3. c) Private not-for-profit institutions with the main objective of R&D activities;

together with other entities whose main objective does not involve conducting research:

1. d) Other non-profit public and private institutions that conduct or participate in scientific research activities

The eligibility of these entities will be assessed in terms of the importance of their participation in the project (effective collaboration), in view of their competences, project objectives, the activities in which they participate, the human resources involved and the suitability of the respective budget.
