Public procurement can be an important instrument for the induction of innovation and R&D activities, both in companies and in public entities purchasing products and services.
The Technological and Business Innovation Strategy 2018-2030 defines that the current wording of the concept of Partnerships for Innovation, contained in the Public Contracts Code, approved by Decree-Law no. 18/2008, of 29th of January, should be deepened, in coordination with the Institute of Public Markets, Real Estate and Construction, P.I., and the Agency for Administrative Modernisation, P.I., among others.
In 2018, the agency formalised a cooperation protocol with IMPIC - Instituto dos Mercados Públicos, do Imobiliário e da Construção. The activities developed within the scope of Interreg Europe iBuy and Procure2Innovate (Horizon 2020), two ongoing international projects coordinated at national level by ANI, will underpin the joint work of the two entities, with close monitoring by IMPIC.

iBuy
iBuy - Enhancing the role of public authorities as developers of innovation through public procurement is a European project funded by the European Commission, which aims to develop appropriate innovative models to mobilise public and private stakeholders based on the “entrepreneurial discovery process” associated with the research and innovation for smart specialization strategies in the field of public procurement for innovation, promoting a European perspective and ensuring the durability and transferability of the results achieved.
ANI and NESTA - a British foundation for the promotion of innovation, published the report entitled “Enhancing the soft power of Innovation agencies: the role of services, competencies and skills”, which analyzes and compares the training services, non-financial support and internal expertise of 24 public innovation agencies in Europe. This document stems from the efforts of the European “SoftPower” task-force, led by ANI in cooperation with NESTA.
Procure2Innovate
Procure2Innovate aims to improve institutional support within a range of sectors that buy innovation through the creation and expansion of skills centres for the purchase of innovation in ten Member States of the European Union. The project, funded by the European Commission under Horizon 2020, brings together a consortium of 19 partners from the following countries: Austria, Germany, Spain, Estonia, Greece, Ireland, Italy, the Netherlands, Portugal and Sweden.
