The Eureka Network is the biggest public network for international cooperation in R&D and innovation, present in over 45 countries.
The aim of the Eureka Network is to promote the growth of start-ups, SMEs, large corporations, investigation centres and universities through funding and support of international cooperation in R&D and to provide preparation services for investment access.

Funding
In Portugal, the national participation in EUREKA projects has been funded through Portugal 2020 Notices for Projects and Industrial R&D projects on a European Scale.

The EUROSTARS Programme is an European Partnership on Innovative SMEs instrument dedicated to the financing of international R&ID projects led by innovative SMEs in collaboration with large corporations, universities, research centres and other sorts of entities.
The European Partnership on Innovative SMEs also includes the Innowwide programme which funds technology or market feasibility projects in global markets.
It is the largest international funding programme for SMEs that intend to cooperate in R&ID projects towards the development of new products, processes or innovative services for commercialization.
By participating in a Eurostars project, organizations from 37 countries might access public funding for their R&ID projects in international consortia, covering all technological areas.
In addition to the member-states of the European Union, third countries to Horizon Europe, as well a non-european countries (South Africa, Canada, South Korea and Singapore) will also take part in this programme, with their own public funding.
Eurostars is a competitive programme that has a 29% application approval rate.
The submission processes for Eurostars applications is centralized and the evaluation criteria are strict and transparent.
